An Estonian-licensed casino holds two permits from Estonia’s Tax and Customs Board (Maksu- ja Tolliamet, EMTA): an activity licence for games of chance and an operating permit for the specific website. Both appear in a public register you can search by company. Estonia is in the European Union, its minimum age for casino games is 21, and the terms of these casinos are governed by Estonian law.

Below we explain how the two permits work, how to check them, what the 21+ rule means in practice, and which brands we matched to the EMTA register. The four brands in our list all belong to one company, Frenwall Limited, which is how Estonian licences usually appear in the international market: one licence holder, several brands.

Who licenses online casinos in Estonia?

Online casinos in Estonia are licensed by the Estonian Tax and Customs Board under the Gambling Act (Hasartmänguseadus). Unlike Malta, Estonia has no separate gambling authority: the tax board issues operating permits, supervises the operators, keeps the register and collects gambling tax. Activity licences and permits are recorded in the Register of Economic Activities, known by its Estonian initials MTR.

Activity licence versus operating permit

An operator needs both documents before it may take a single bet. The activity licence says what kind of gambling the company may organise; the operating permit says where, which for an online casino means which website.

Document Estonian name What it authorises Frenwall Limited’s numbers
Activity licence tegevusluba Organising a category of gambling, such as games of chance or toto HKT000082 and HKT000083, valid without end date from 6 September 2023
Operating permit korraldamise luba Offering that gambling through a particular service or website HKL000440 and HKL000442, valid from 13 November 2023 to 13 November 2028

When a casino footer shows only one number, look up the company in MTR to see the full set. A valid activity licence with an expired operating permit is not enough to run a casino.

How do you check an Estonian casino licence?

Use two official sources. First, EMTA’s “List of legal gambling operators” names each licensed company with the brands or websites it operates and the category of gambling. Second, the company’s MTR record at mtr.ttja.ee shows each licence and permit with its status and validity dates. Check both, and check that the domain in your browser is the one EMTA lists.

  1. Note the company in the casino terms. Jackpot Cow’s player terms name Frenwall Limited, a Malta-registered company (C113111) with Estonian registry code 65720419.
  2. Open EMTA’s list of legal gambling operators and find the company. The list we checked was dated 1 October 2026 and showed Frenwall Limited under games of chance online.
  3. Open the MTR record and read each permit’s status and end date.
  4. Confirm the website. A permit covers named services; a look-alike domain that is not listed is not covered.

One caution from our own checks: Reko Casino’s landing page described Frenwall as “a company registered in Cyprus”, which contradicts the footer, the terms and the MTR record, all of which give Malta. When sources disagree, trust the register.

Why is the casino age 21 in Estonia?

Estonia’s Gambling Act sets 21 as the minimum age for games of chance, which include casino games and poker. Toto and some lottery products have a lower age. That is why the Frenwall terms say 18+ for sports betting and 21+ for casino games. A 19-year-old who may legally play at a Malta-licensed casino will be refused casino play here, and any winnings from play below the age limit can be voided.

What an Estonian licence means for you

For a player outside Estonia, three features matter most: EU membership, the governing law and the dispute route. The table compares them with the Malta licence, the other EU licence in this directory.

Feature Estonia (EMTA) Malta (MGA)
Regulator Tax and Customs Board Malta Gaming Authority
Inside the EU / EEA Yes Yes
Casino minimum age 21 18
Register EMTA list + MTR record MGA licensee register
Governing law in the terms (Frenwall) Estonian; Estonian-language version prevails Maltese (Elmst brands)
Out-of-court dispute body Consumer Disputes Committee, for Estonian residents only Independent ADR such as eCOGRA
National self-exclusion register Yes, but binds only Estonian-licensed play by people who registered No national register for foreign players

The dispute route is the weak point for international players. Estonia’s Consumer Disputes Committee handles complaints from consumers resident in Estonia, so a player in Ireland or Canada cannot use it. If Frenwall support does not resolve your problem, your options are a written complaint to the company, a report to EMTA about conduct that breaks the licence, and the courts. Our complaint routes by licence page sets out each step.

Frenwall Limited: one licence, many brands

Frenwall Limited runs a family of casinos on a shared platform with shared terms. The EMTA list names Winsly as its brand, and the same company and licences appear in the footers and terms of the others. Self-exclusion and limits are set per brand, although the safe-gaming pages say support can apply them across Frenwall brands on request.

Brand Welcome offer (Oct 2026, EU view) Wagering Notes
Jackpot Cow Up to EUR 2,000 over 4 deposits 40x deposit + bonus; 50x on the 4th Cash matches only
Slot Owl Up to EUR 1,500 over 4 deposits 25x deposit + bonus Lowest multiplier in the group
Winsly Up to 7,000 free spins + 10% weekly cashback None on free-spin winnings Offer excludes Finland and Estonia
Reko Casino Up to 4,000 free spins over 6 deposits None on free-spin winnings Deposits wagered once before withdrawal
Djack EUR 1,000 + 777 free spins + up to 15% cashback 50x, 40x, 30x by stage Landing hero showed an outdated offer

Withdrawal caps are the same across the group: EUR 5,000 per 24 hours and EUR 20,000 per 30 days. The terms allow up to 72 hours for processing, up to three further days for a bank or card payment to arrive, and up to five days of delay while identity checks run. Instant bank withdrawals are often faster in practice, and the site FAQs say most are paid within 48 hours.

Payments at Frenwall brands

The cashier mixes instant bank transfer, Visa, Mastercard, Apple Pay, Jeton and AstroPay, with MiFinity and Interac at some brands. Read the bonus terms before choosing: Jeton, MiFinity, Neteller and Skrill deposits are excluded from every casino deposit bonus. Identity documents become mandatory at EUR 2,000 in cumulative deposits or withdrawals, though the casino may ask sooner. More on methods in our e-wallet casinos guide and instant bank transfer guide.

Bonus terms at the Estonian brands, worked through

The two families of offer behave very differently. Take EUR 100 on the first deposit at each.

Jackpot Cow (cash match) Reko Casino (free spins)
You deposit EUR 100 EUR 100
You receive EUR 100 bonus Free spins on the first stage, credited as the offer terms set out
Wagering 40 x EUR 200 = EUR 8,000 of bets in 48 hours None on free-spin winnings; your EUR 100 deposit must be wagered once
Max bet while it runs EUR 5 Not stated for free spins
Biggest risk Running out of time and losing the bonus Free spins have a fixed small value each

The free-spin model asks far less of you. The cash model offers more headline money but, at 40 times deposit plus bonus inside two days, most players will not clear it. Neither changes the house edge of the games you play.

Limits and self-exclusion at the Frenwall brands

The safe-gaming pages of the Frenwall casinos list loss limits by day, week or month, a time-out, self-exclusion and permanent account closure. A request to raise a loss limit has to be confirmed again after 48 hours, which gives you a cooling-off window. We did not find a self-serve deposit limit or a reality-check reminder named on Jackpot Cow’s page, so ask support to set a deposit cap if you want one.

Estonia also runs a national register of gambling restrictions through EMTA. A person can block themselves from games of chance, toto and classical lotteries for 6 to 36 months, and Estonian-licensed operators must refuse them while the block runs. In practice the register is built for Estonian residents with Estonian digital identification. If you live elsewhere, do not rely on it: self-exclude at the casino itself and ask support to apply the exclusion to every Frenwall brand.

Tool Where to find it How quickly it works
Loss limit (day / week / month) Account settings Lower limits at once; increases re-confirmed after 48 hours
Time-out Safe-gaming page or support Immediately, for the period you choose
Self-exclusion Safe-gaming page or support Immediately; ask for it to cover sister brands
Permanent closure Support Account closed; balance paid out after checks
EMTA restriction register e-MTA, for people with Estonian e-identity By the day after the application at the latest

Signing up at an Estonian-licensed brand, step by step

  1. Check you are eligible. You must be 21 or over and live outside the excluded territories in the terms. Players in Finland can register but do not receive the welcome offer.
  2. Register. The Frenwall casinos use a quick sign-up that starts with a phone number or a first deposit and fills in your details afterwards.
  3. Choose the bonus, or decline it. Bonuses are claimed in the bonuses tab. If you plan to deposit with Jeton, MiFinity, Neteller or Skrill, you will not get one anyway.
  4. Set your limits now. It is easier to set a loss cap before your first session than after a bad one.
  5. Verify early. Upload ID and proof of address straight away so that your first withdrawal is not held back by checks, which the terms allow to take up to five days.
  6. Withdraw to the method you used. Payouts go back to the deposit method in your own name.

Sports betting under an Estonian licence

Frenwall’s licences cover toto, the Estonian legal term for betting on events, as well as games of chance, so several of its brands carry a sportsbook next to the casino. Winsly and Slot Owl both show one. The age rule differs between the two products: 18 for betting, 21 for casino games. If you are between 18 and 21, the casino side of the account should stay closed to you even though betting is open.

Signs that an “Estonian licence” claim needs a closer look

  • The footer quotes a licence number that does not appear on the company’s MTR record.
  • The operating permit on MTR has passed its end date.
  • The casino accepts you for casino games although you are under 21.
  • The company in the terms differs from the company on the EMTA list for that website.
  • The landing page and the terms disagree about where the operator is registered. We saw this at Reko Casino, where the register settled the question in favour of Malta.

Games and studios at the Estonian brands

Jackpot Cow’s site copy names Pragmatic Play, Evolution, NetEnt, Relax Gaming and Yggdrasil among its studios, and the lobby includes live dealer tables. The welcome free spins at Winsly run on Pragmatic Play’s Big Bass series. Because the lobby list is only visible once you are logged in, we could not count the games, and we do not repeat the casinos’ own round-number claims.

Bonus play is limited to games marked as bonus-enabled, so check that flag before you spin with bonus money. Live tables, as at most casinos, are a poor way to clear wagering.

When a casino moves to a different licence

Licences change hands more often than players notice, and the registers do not always keep up. Several brands that used to sit under a Maltese licence now run from Anjouan: Goldroll, Unlimit, Slot Hype, Monsino and Winzie moved from Infiniza Limited’s MGA licence to Hundise Limited’s Anjouan licence around mid-2026, and their old .com addresses now redirect to .io sites. For you, a change from an EU licence to a non-EU one can affect tax at home, the dispute route and the rules on limits.

The habit that protects you is simple: before each large deposit, scroll to the footer, open the seal, and read the licence holder in the terms on the site you are actually using. If the company has changed since you signed up, read the new terms before you play on. The Anjouan hub explains what that licence offers by comparison.

Estonia and tax on winnings

Estonia charges its gambling tax to the operator, not the player. For a player living elsewhere, your own country’s rules decide whether winnings are taxable, and in several EU states the answer depends on whether the casino is licensed in the EEA, which Estonian casinos are. Our page on tax-free casino winnings covers the rules we could source country by country.

Is an Estonian-licensed casino right for you?

Choose an Estonian-licensed brand if you are 21 or over, live in a country that does not require a local licence for the casino you use, and value an EU licence with a clear public register. If you need an independent dispute body, a Malta brand with named ADR is the stronger choice: see our MGA casinos hub. Frequently asked questions

Who issues online casino licences in Estonia?

The Estonian Tax and Customs Board (EMTA) issues operating permits and supervises gambling under the Gambling Act. Each operator needs an activity licence and an operating permit, both recorded in the Register of Economic Activities (MTR).

How old do I have to be to play at an Estonian-licensed casino?

You must be 21 for casino games under Estonian law. The Frenwall brands we list apply 21+ for games of chance and 18+ for sports betting.

How do I verify an Estonian gambling licence?

Find the company in the casino terms, look it up on EMTA’s list of legal gambling operators, then open its MTR record to read each licence and permit with status and end date. Make sure the website you use is listed.

Can I complain to an Estonian authority about an Estonian-licensed casino?

You can report licence breaches to EMTA, but it does not settle individual disputes, and the Consumer Disputes Committee only hears consumers resident in Estonia. Players abroad must complain to the casino and, if needed, go to court.

Are winnings from Estonian-licensed casinos tax-free?

Estonia taxes the operator, not the player. Whether you owe tax at home depends on your own country. Several EU states treat winnings from EEA-licensed casinos more favourably than winnings from casinos licensed outside the EEA.

Which casino brands hold Estonian licences?

The brands we verified belong to Frenwall Limited, which holds activity licences HKT000082 and HKT000083 and operating permits HKL000440 and HKL000442. They include Jackpot Cow, Slot Owl, Winsly, Reko Casino and Djack.

How long does a withdrawal take at the Estonian-licensed brands?

The Frenwall terms allow up to 72 hours to process a withdrawal and up to three more days for a bank or card payment to arrive, with up to five days of delay during identity checks. Instant bank payouts are usually much quicker. Caps are EUR 5,000 per day and EUR 20,000 per 30 days.

Do e-wallet deposits get the welcome bonus at Estonian brands?

No. The Frenwall bonus terms exclude Jeton, MiFinity, Neteller and Skrill deposits from every casino deposit bonus. Use an instant bank transfer or a card if you want the offer.
