Jackpot Cow is open to players aged 21 or over for casino games (18 for sports betting) who do not live in the Excluded Territories in its terms, a list that includes the United States and its territories, Israel, Pakistan, Iran, Iraq, North Korea, Syria and others. The welcome offer is not open to Finnish residents. Jackpot Cow is operated by Frenwall Limited, registered in Malta (C113111) and in Estonia’s commercial register (65720419), under licences from Estonia’s Tax and Customs Board. Our verdict: an EU-licensed casino with a straightforward cash bonus and clear caps, best suited to players who will skip the hard-to-clear match.

Jackpot Cow was the first brand on the old version of this site. We rechecked everything for this profile in October 2026: the player terms (version 1.3, dated 12 August 2026), the welcome offer, the bonus terms, the payments page and the Estonian registers.

Licence check: Estonia’s two-permit system

Jackpot Cow runs under two kinds of Estonian permit held by Frenwall Limited: activity licences HKT000082 and HKT000083, valid without end date from 6 September 2023, and operating permits HKL000440 and HKL000442, valid from 13 November 2023 to 13 November 2028. You can see both on Frenwall’s record in the Register of Economic Activities (MTR), and the Tax and Customs Board’s list of legal gambling operators, updated on 1 October 2026, lists jackpotcow.com under Frenwall Limited for online games of chance.

  1. Read the company name in the footer or player terms: Frenwall Limited.
  2. Open the EMTA list of legal gambling operators and find Frenwall Limited and the domain.
  3. Open the MTR record and confirm each permit is valid and in date.

One oddity: the landing page once described Frenwall as “a company registered in Cyprus”. The footer, the terms and the registers all give Malta, and the terms are governed by Estonian law, with the Estonian-language version prevailing in case of conflict. Our Estonian licence hub explains why the casino age is 21.

What the EUR 2,000 package really asks of you

Each of the four stages needs a deposit of at least EUR 20, claimed from the Bonuses tab after the deposit. Bonuses are valid for 48 hours once claimed, the maximum bet with bonus money is EUR 5, and only bonus-enabled games count.

Stage Match Cap Wagering Bets needed on a EUR 100 deposit
1st deposit 100% EUR 500 40x (deposit + bonus) 40 x EUR 200 = EUR 8,000
2nd deposit 50% EUR 500 40x 40 x EUR 150 = EUR 6,000
3rd deposit 50% EUR 500 40x 40 x EUR 150 = EUR 6,000
4th deposit 100% EUR 500 50x 50 x EUR 200 = EUR 10,000

The maximum you can convert from a bonus into cash is five times the bonus. On the first stage above, that means at most EUR 500 from a EUR 100 bonus. With 48 hours on the clock and a EUR 5 maximum bet, clearing EUR 8,000 of bets requires at least 1,600 spins at the top stake; most players will run out of time or balance first. Deposits made with Jeton, MiFinity, Neteller or Skrill are excluded from every casino deposit bonus.

Our advice: if you want to play at Jackpot Cow, consider declining the matches and keeping your deposit free of bonus rules, so you can withdraw winnings at any time after wagering the deposit once.

Paying in and cashing out

The cashier offers instant bank transfer (the provider is not named; the lobby loads the software kit of the open-banking company Brite), Visa, Mastercard, Apple Pay, Jeton and AstroPay Card, with Pay N Play through Zimpler configured for Finland and Estonia. The terms allow up to 72 hours to process a withdrawal, up to three days for a bank or card payment to arrive and up to five days of delay while verification runs. The site’s FAQ says most withdrawals are paid within 48 hours and instant bank payouts the same working day.

Situation What the terms say
Before any withdrawal Each deposit must be wagered at least once
Identity documents Mandatory at EUR 2,000 in cumulative deposits or withdrawals; may be asked earlier
Where the money goes Only to a payment method in your own name
Daily and monthly caps EUR 5,000 per 24 hours; EUR 20,000 per 30 days
E-wallet payouts Instant after processing

Signing up

Registration is phone-first and deposit-led: you start with a phone number or a first payment and fill in the rest of your details afterwards, with login handled through the casino’s own account service. Have your documents ready, because the casino may run age and identity checks before you can play, as the terms allow.

Games and the lobby

Jackpot Cow names Pragmatic Play, Evolution, NetEnt, Relax Gaming and Yggdrasil in its site copy, and the bonus page points to slots from Pragmatic Play, NetEnt and Big Time Gaming in its Bonus Games tab. The full lobby is visible only after login, so we could not count the games. There is a live casino section; live tables do not help with bonus wagering.

Responsible gambling at Jackpot Cow

The safe-gaming page lists daily, weekly and monthly loss limits, with any increase needing to be confirmed again after 48 hours, plus a time-out, self-exclusion and permanent closure. We found no self-serve deposit limit or reality-check reminder named, so ask support to set a deposit cap. Exclusions are per brand; support can apply them across the Frenwall group on request, which we recommend if you exclude yourself. Estonia’s national restriction register exists but is designed for Estonian residents. Free help is listed on our responsible gambling page.

Complaints

Start with live chat and then email [email protected], which promises a reply within 24 hours. Estonia’s Consumer Disputes Committee only hears consumers resident in Estonia, so players elsewhere have the casino’s own process, a report to the Tax and Customs Board about licence breaches, and the courts under Estonian law. That is a weaker route than the named ADR body at Maltese brands. See complaint routes by licence.

Jackpot Cow or a sister brand?

Brand (all Frenwall, EMTA) Welcome offer Wagering
Jackpot Cow Up to EUR 2,000 over 4 deposits 40x; 50x on the 4th
Slot Owl Up to EUR 1,500 over 4 deposits 25x deposit + bonus
Winsly Up to 7,000 free spins + 10% weekly cashback None on free-spin winnings
Reko Casino Up to 4,000 free spins over 6 deposits None on free-spin winnings

The licence, payments and caps are identical across the group, so choose on the offer. If you want a cash bonus you have a realistic chance of clearing, Slot Owl’s 25 times is far lighter. If you prefer no wagering at all, Winsly and Reko pay their welcome value in free spins with wager-free winnings.

Verdict

Jackpot Cow does the important things correctly: an EU licence you can verify on two official registers, stated caps, a fixed list of excluded territories and clear bonus rules. The welcome package is generous on paper but strict in practice, with 40 to 50 times wagering in 48 hours, and the dispute route for players outside Estonia is thin. It suits players aged 21 or over in eligible countries who pay by bank or card and either skip the bonus or treat it as extra playing time rather than money.

For Against
Estonian EU licence with public registers No independent ADR body for non-residents
Instant bank payouts, often same working day Match bonuses hard to clear in 48 hours
Clear excluded-country list and caps E-wallet deposits lose the bonus
Loss limits with a 48-hour cooling-off on increases No self-serve deposit limit named
