None of these brands accepts players from the US or the UK, and their terms exclude other countries listed in each card. A Tobique licence is not a Canadian provincial gambling licence, so it does not make these casinos lawful for players in Canadian provinces that run their own regulated markets.

What is the Tobique Gaming Commission?

The Tobique Gaming Commission is a regulator established by section 4 of the Tobique Gaming Act 2023, a law passed by the Tobique First Nation for gaming based in and offered from its territory in New Brunswick. The act applies to interactive gaming with players inside or outside the territory. Its licences are therefore First Nation licences, not federal or provincial ones: Canadian provinces regulate gambling within their own borders, and the TGC’s materials do not claim provincial recognition.

A comparable model has existed for decades a few hundred kilometres away: the Kahnawake Gaming Commission near Montreal has licensed online gambling since 1999. Tobique’s licence is far newer and its track record is still being written.

Licence types

The TGC issues business-to-consumer licences to companies that run gambling websites and business-to-business licences to suppliers. Its public list of licence holders shows each company, the licence type, the expiry date and the websites covered. Many holders are Costa Rican companies whose names are simply their registration numbers, such as 3-102-937894 Limitada, the holder behind SlotMonster. That naming is normal in Costa Rica and is not a warning sign in itself, but it does mean the brand name and the company name will never match.

How do you validate a Tobique licence?

Click the Tobique Shield in the casino footer. It must open a page on validate.thetgc.ca, the only official validation domain. The page shows a status icon: a green tick means valid, a yellow warning means caution, and a red cross means invalid. Then compare the licence holder and the website shown on the validator with the casino you are on. A site that claims a TGC licence without the shield is described by the TGC itself as unauthorised.

1. Find the shield. It sits in the footer, usually beside the 18+ badge.
2. Check the address bar. The page must be on validate.thetgc.ca.
3. Read the status and the holder. For SlotMonster the validator showed VALID and 3-102-937894 Limitada on 6 October 2026.
4. Compare with the terms. Here SlotMonster is unusual: its footer and terms name no company and no licence, so the validator is the only place the licensee appears.

How do Tobique complaints work?

Complain to the casino first. The TGC’s General Code of Practice requires licensees to run a documented complaints procedure, accept complaints at any time and investigate complaints about gaming transactions promptly. If the operator has not resolved your dispute within two months, it must be referred to an approved alternative dispute resolution entity. For a Tobique-licensed operator, the TGC asks players to file through the complaint link in the Tobique Shield on the casino’s site, not through the general form on thetgc.ca; complaints sent the wrong way are not reviewed against the operator.

SlotMonster and Incognito Casino

Tobique, Canada and your country

A Tobique licence does not authorise a casino to serve players in Canadian provinces that regulate online gambling themselves, and Ontario in particular runs its own licensed market. Outside Canada, the same rule applies as for every offshore licence: if your country requires a local licence, the Tobique licence does not replace it, and the brand’s restricted list will usually say so. Red flags with Tobique licence claims

• A Tobique logo that is a static image rather than a link to validate.thetgc.ca.
• A validator page on a look-alike domain.
• A yellow or red status on the validator.
• A licence holder on the validator that has nothing to do with the brand, with no explanation in the terms.
• Terms that set no figure at all for withdrawal limits.

A short history of the Tobique licence in the market

The TGC’s licence holder list grew quickly after 2024, as international casino groups looked for an alternative to Curaçao during that island’s move from master licences to direct licensing under the LOK. Some brands switched more than once. SlotMonster’s archived terms from September 2024 and September 2025 showed an Anjouan seal; by October 2026 the site carried the Tobique Shield instead. That kind of history is common and does not by itself suggest wrongdoing, but it does mean a review or forum post from a year ago may describe a different licence and a different company.
